i checked out the WSO, and the creator stated this
If you flip it Yes you have to get a new license for every site you flip. Our server checks for fraudulent activities and the downloads per IP and the server IP it is installed on. We remotely deactivate plugins if we see suspicious activities.

If you sell sites and we deactivate the plugin after that your buyer is going to be dissatisfied and we know how it is nowadays. Cusomter is the king, you would not want to bug him off.

If the sites are hosted on your own servers (which is highly unlikely, you cannot use 1 license).
