With a TRUE rooted device, you can patch your software, and the google play store, allowing to purchase anything, even apps, games, or IAPs, for free.
It works by auto refunding any purchases you make, and the Google Play patch, takes away GP's detection with license & billing check. This makes it so it doesn't uninstall the games/apps, or disconnect the payment when you refund it.
* Be careful, has any modding of the software can cause a bricked device, so make sure you know what your doing *
Besides that, your best bet is modded APKs
